Welcome to the City of Saint Paul 2025-2029 HUD Consolidated Plan Survey! 

The results of this survey will help direct federal funding* in Saint Paul for the next five years. This survey contains four sections:  

1. Public Facilities/Public Infrastructure 
2. Public Services 
3. Housing  
4. Economic Development 

*Every five years, the City of Saint Paul prepares a Consolidated Plan, a five-year document submitted to the U.S. Department of Housing and Urban Development (HUD), that serves as a planning guide for the City which identifies the needs, priorities, and details of how housing and community development needs will be addressed using HUD's Community Planning and Development (CPD) formula grant programs. The current 2020-2024 Consolidated Plan was adopted by the City and approved by HUD in 2020. The 2025-2029 plan will be completed by April 2025.
