What is the Consolidated Plan?
Every five years, the City of Saint Paul prepares a Consolidated Plan to submit to the U.S. Department of Housing and Urban Development (HUD). The Consolidated Plan guides grant funding to meet housing and community development needs in Saint Paul. The current 2020-2024 Consolidated Plan was adopted by the City and approved by HUD in 2020. The 2025-2029 plan will be completed by April 2025.
Purpose of the Consolidated Plan
- Describes the housing market conditions and community needs for affordable housing, economic and community development, and public facilities and services based on data collection and analysis, agency and organization consultation, and community engagement.
- Reflects housing priorities and policies of the City's Comprehensive Plan.
- Addresses issues expressed by housing partners such as the Public Housing Authority and Ramsey County.
- Sets five-year priority needs and goals and the amount of funding that will go toward each goal on a five-year basis.
- Serves as an application to receive funding from HUD.

What could the next five years of HUD funds be used for?
The following goals were identified for the current 2020-2024 Consolidated Plan. Goals for the upcoming 2025-2029 Consolidated Plan are under development.
- Homeless prevention - Assisting those experiencing homelessness and homeless prevention
- Development of new housing - Development of new affordable housing
- Housing rehabilitation - Rehabilitation of affordable rental and homeowner housing
- Public improvements - Renovation of existing public facilities, such as a park, that serve low- and moderate-income neighborhoods
- Public services - Fair housing activities, domestic violence prevention, and educational and other community services
- Community engagement - Outreach to underserved populations through funding for District Councils
- Youth employment - Educational and employment opportunities for disadvantaged youth
- Economic development - Assistance for businesses and job creation and retention
- Remediation of Substandard Improvements - Acquisition, demolition, and clearance of property
