Application will open December 15

The way that public places and spaces in our city look, feel, and function can have an impact on the public safety outcomes in our community. This year, we want to hear from you about where our city government can make infrastructure investments that will help create safe community outcomes. While we want to hear all your ideas, note that for our capital improvement budget we can only fund ideas that are related to infrastructure owned and maintained by the City. Also, your proposed investment must be something that will last 10 years or more. We will invite eligible ideas to discuss some additional details with City staff.

Please focus your ideas on investments in public infrastructure that will help enhance safety. For ideas related to improving businesses or other private property, check out our Neighborhood STAR program.

The City of Saint Paul is accepting project proposals until Friday, February 20th at 11:59pm.

Project Application

Use the link below to submit your project proposal. We recommend completing the answers in a separate document and then cutting and pasting into the survey form.

Eligibility

  • Proposed investment must be related to infrastructure owned and maintained by the City
  • Proposed investment must last 10 years or more
  • Proposed investment must be possible to complete within the funding available.
  • Proposed investment must have an impact related to advancing principles of Crime Prevention Through Environmental Design (CPTED)

Examples of investments that are NOT eligible for capital funding include: increases or decreases to department staffing, investments or changes to private property such as homes or businesses, trimming or removing trees or plantings (although planting new trees or bushes may be eligible).

  • Not sure your project is eligible?

    If you have a great idea for for this process, but you are not sure it is eligible, you can submit your idea here for feedback, prior to completing the application. Write, or record a video of yourself describing your idea in as much detail as possible. City Staff and CIB Committee members will review your ideas to provide feedback on eligibility. 

    It is important to include the following details:

    • Project Location (specific City-owned location, address or intersection if possible)
    • What improvements you recommend?
    • Why those improvements are important?

    Note: This idea submission form is recommended if you are most comfortable using video rather than written submissions, or if your project does not fit within the eligibility criteria provided here. All others should submit the Community Proposal Application.
